A 429 is your own rate limit or a spend cap, not an outage. A 401 is a key problem. If ChatGPT loads but every response fails, log out and back in — expired sessions produce a convincing imitation of a server outage. Regional access blocks and corporate network filtering also present as a total outage while OpenAI's own status stays green.
