Jobs that never trigger are almost always the connection to your Git provider rather than CircleCI itself — check that GitHub is healthy and that the webhook is still delivering. A job that fails only on CI is usually an environment difference, not an incident. Credit exhaustion and concurrency limits queue jobs indefinitely without any status change.
