Notion is a workspace for documents, wikis, databases and project tracking, used by whole companies as the place their written knowledge lives. It is almost entirely online — the desktop and mobile apps are thin clients over the same service — so an outage stops work rather than degrading it.

Offline access is limited — pages you have not opened recently are not cached, so a flaky connection looks like an outage. A page that will not load for you but loads for a colleague is usually permissions after a share change. Very large databases with many filters and rollups are genuinely slow, and that slowness is not an incident.
