Automation and integration actions are capped per plan per month, and running out stops them with no error a user would see. A board that will not load for one person is usually permissions or a very large item count rather than an incident. API calls are budgeted by complexity rather than count, so a heavy GraphQL query can be throttled while simple ones succeed.
