Loom records screen and camera video, uploads it and returns a shareable link, and is used mostly for asynchronous updates and support. It is now part of Atlassian and publishes on Atlassian's status infrastructure.
The status page separates recording and upload from playback and from the web app. That split decides who is affected: a playback incident breaks links for viewers while creators can still record, and an upload incident does the reverse. Video processing after upload is queued, and a backlog appears as videos stuck 'processing' rather than as an error.

A recording that will not upload is often the desktop app holding it locally after a network drop — it retries, and the video is not lost. Screen recording permissions on macOS reset after updates and break capture with no error that names the cause. Free-plan recording length limits also stop a recording in a way that looks like a crash.
